(I).IT/e-Governance Cell

An IT/e-Governance Cell was formed in the department at Chief Engineers Office, Thiruvananthapuram on 3.1.2014 as per the Government order G.O.(R.t).No.771/13/F&PD dated.23.09.2013 and G.O.(R.t).No.944/2013/F&PD dated.19.11.2013. The cell is responsible for the management of IT/e-Governance applications in the department, and Act as an advisory body to the department in the e-governance & IT related activities.

(II).i-ProMISe

i-ProMISe - Integrated Project Monitoring and Information Service - is a web based system for the project monitoring and information needs of Harbour Engineering department, Government of Kerala, developed by IT/e-Governance Cell of Harbour Engineering Department. i-ProMISe put forwards the concept of paperless office by scaling down the usage of paper and generation of MIS reports. Through i-ProMISe one can readily avail precise and up to date informations in a single click, and hence the concept of hard copy- in hand can be avoided.

(III).Government e-Procurement System(GePNIC) in HED

In order to enhance the transparency and efficiency in the departments tendering and procurement activities, the Harbour Engineering Department has successfully initiated the procurement process through the Government e-Procurement System (GePNIC) in January 2013. e-Procurement is a Mission Mode Project (MMP) under National e-Governance Plan (NeGP) of Government of India (GoI).

(V).PROJECT INFORMATION AND COST ESTIMATION (PRICE)

Project Information and Cost Estimation (PRICE) is a total solution for estimate preparation and online approval. It is developed by NIC and Implemented in HED on 1st February 2016.The major advantage of this software is that the estimates can be prepared in a unified manner in the department throughout the Kerala state.

(VI).e-OFFICE

e-Office, developed by NIC, aims to conduct office procedures electronically thereby transforming government offices to paperless offices and bringing about benefits of digital communication. It is a Digital Workplace Solution that comprises of various modules like File Management System (eFile),Knowledge Management System (KMS), Collaboration and messaging Services (CAMS). e-Office project was approved by the Kerala Government in August 2013 to automate file flow in all 42 departments at Kerala Government Secretariat. So far it has been implemented at 21 departments either fully or partially. e-Office is hosted at the State Data Centre, Technopark and access to the application is made available in private network. Connectivity to SDC is essential for users to access e-Office. Hence either dedicated leased line or KSWAN connectivity has been provided at all offices where e-Office has been implemented. In FY 2015-16, the Government has decided to roll out e-Office to District Collectorates(7), Subcollectorates(6) and selected Directorates. Harbour Engineering Department Chief Engineers office was also listed in the selected directorates.

(VII).CASH [Citizens Application Services of HED]

Government introduced e-treasury system in all government departments for the aim to receive the payments electronically.The etreasury portal is designed as a common platform for all the Kerala Government departments. Hence it is planned to develop a customized Citizen service web portal especially for HED which is having the following services. Citizen can pay money through this portal without coming to the offices. The application is named as CASH (Citizens Application Services of HED). HED authorised NIC (National Informatics Centre) for the developement of the software.The system studies are going on . The following services are planning to integrate with this software.
